Well, in love and war everything is permitted. But this is not war, it's a war game. Games have rules. Within the rules, everything goes, because within the rules its war. But you shouldn't violate the rules.
The ones making the spy accounts should be punished. Not the ones using the information - that is within the rules.

(You don't have multiple accounts, you don't use someone else his account) Ethics is something else, and that is what snodaerd meant i think.

Having two accounts (1 for spying) is against the rules. Having one account and giving information to someone else is not against the rules, though it could be considered unethical. EDIT: Steinway beat me to it

This age Denmark always knew exactly what we did about 10 seconds after we did it. The fastest way of contacting Danish HQ is just sending a mass-message to everybody in Australia... I'm not flaming them here, all other countries are just as bad... But it's a problem. I admit we had and still have some great spies in Australia, just as the Australian leaders have in Denmark (and I have proof for that). It's simple: people contact me and ask if I need any information, and who am I to say no? Get them to IRC and let them tell what they want to tell. If they are willing to betray their country it's up to them. You can ofcourse ask yourself about ethics and moral here, but hey, we are at war, and in war and love everything is permitted... For once we agree

I did not deny to vincent someone had my pass due to family circumstances, though I wanted to talk to vincent due to the fact Ballotonia/Miirshak should have been punished aswell, since they logged into my account and hijacked everything and main army etc. Vincent did not have any valid IP-logs to ban them, but he did Disband the hijacked main army, so i rest my case. don't forget to mention Polinco Stop blaming your actions on polinco

Why not take the power away from the account sharers by making a legal form of it? Give emperors an in-game option to choose a second in command, who is then able to command the the emperor's army to move or attack, but not disband or merge. And make it visible in the castle and the city captures pages that the second in command is controlling the emperor at a given time.

Hey, as long as it isn't done via multi-acounts, I think spying adds a neat extra dimension to the game. But ok, if Vincent could tighten his surveillance on top-ranked players, that would actually be neat: that would give a much more level playing field very shortly.
